WHEREAS, pursuant to Resolution No. 8439 dated May 8, 2008, Smartmatic-Sahi Technology, Inc. was awarded the contract for Systems Integration and Project Management in connection with the automated election system (AES) in the August 11, 2008 elections in the Autonomous Region in Muslim Mindanao (ARMM);

WHEREAS, a Project Management Office (PMO) shall be established to manage and oversee the implementation of the August 11, 2008 ARMM-AES;

WHEREAS, in the creation of said PMO, Smartmatic-Sahi will be appointing its project management team, and the Commission has to designate its counterpart for the following: (a) Project Manager; (b) Assitant General Manager for Operations; (c) Assistant General Manager for Technology; (d) Assistant General Manager for Education and Information; (e) Assistant General Manager for Training; (f) Documentation Manager; and (g) Liaison Officer;

NOW, THEREFORE, after considering the requirements of the aforementioned positions, the Commission RESOVED, as it hereby RESOLVES to designate the following officials to constitute the COMELEC Project Management Team:

RESOLVED, MOREOVER, to designate Election Records and Statistics Department Director Ester L. Villafor-Roxas as the COMELEC representative to the Technical Evaluation Committee created under Republic Act. No. 9369, as replacement of Director Ernesto R. del Rosario.

RESOLVED FURTHERMORE, to designate Deputy Executive Director Estrella P. de Mesa as Quality Manager, who shall report directly to the Steering Committee.

RESOLVED, FINALLY, to designate the Commission En Banc as the Steering Committee that shall provide the policy direction for the automated election system in the August 11, 2008 ARMM Elections.

Let the Project Manager of the COMELEC Project Management Team implement this Resolution.
